As a system operator, ELES is responsible for the safe and reliable operation of the transmission network. We are undertaking the entrusted task in cooperation with foreign control centres, by maintaining the balance between production and consumption of electrical energy, and by providing system services.

Transmission Network Operation

ELES aims to implement a balance between the generation and consumption of electrical energy from the transmission network by using leased system services and by buying/selling energy to compensate for deviations, thus preventing deviations from the planned electric power consumption posing a hazard to the safe operation of the transmission network, as well as the supply of electricity to end users.

Load and Generation

The consumption of electric power from the transmission network refers to energy that is taken from the transmission network by the connected consumers, i.e. the system operator of the distribution transmission network, who transmits the energy to the end users, and consumers who are connected directly to the transmission network. The producers of electric power, feeding electricity into the transmission network, are the nuclear power plant, thermal power plants, and hydroelectric power plants.

Cross-Border Zonal Capacities

Individual electricity transmission networks cannot operate on their own, therefore establishing connections to the networks of neighbouring countries is of crucial importance. The Slovenian electric power system is well-connected to the Austrian, Italian, Croatian and Hungarian electric power systems. ELES is therefore partaking in the design and development of a single European market. In accordance with this, we also organise auctions for access to cross-border zonal capacities (CZC).

Transmission Network Access

Electricity supply is performed according to the principle of a regulated access by a third party to the network. In accordance with the criteria in the System Operating Instructions, all persons who wish to become users of the network and power system operators have the right to a connection to the network. Network users pay the network costs based on the tariff that the Energy Agency published in the Official Journal of the Republic of Slovenia at least five days before they enter into force.

System Services

In accordance with the national energy legislation, the system operator shall always ensure that the electric power supply is seamless, as well as ensure the safe and reliable operation of the system. In order to ensure the seamless operation of the electric power system under free market conditions, various system services shall be provided via market providers.

The National Control Centre is the heart of Slovenia’s electric power system. Its operators ensure the reliable transmission of electric power and the balance of the electric power system 24 hours a day, every day of the year. Therefore electric power is always available.

Control Laboratory

The ELES control laboratory executes electricity meter controls and verifications for the umbrella organisation and also for external customers. The laboratory has been accredited by Slovenian Accreditation and operates as a type C Inspection body in accordance with SIST EN ISO/IEC 17020:2012.

EIC Code Application

The EIC (Energy Identification Code) code is a unique code for the identification of individual participants in the electric energy market, providing the more efficient mutual exchange of electronic data.

ELES enjoys the status of a local EIC code issuer, thus giving you the option to apply for an EIC code.

Reports

ELES publishes weekly, monthly and annual reports on the operation of the transmission network, the indicative energy balance and annual reports on quality. We also publish a plan of market-relevant shutdowns, the annual plan of electric power device shutdowns for the current year, and forecasts of tariffs.
